Rekha Gupta, Delhi’s Chief Minister, unveiled the budget for 2025-26 on Tuesday in the State Assembly. This marks the first budget from the established BJP government in the capital, totaling a massive Rs 1 lakh crore – a 31.5% increase from last year’s budget. CM Gupta believes this budget will help eliminate corruption and boost efficiency. She pointed out ten key areas that will receive the most attention, such as building infrastructure, providing electricity and water, improving roads, and enhancing women’s welfare. To speed up the city’s growth, the Capital Expenditure has seen a twofold increase to Rs 28,000 crore.
The budget is also earmarked for significant investment in infrastructure development; for instance, Rs 3,843 crore for bridges and roads, and Rs 1,000 crore for connectivity between Delhi and NCR. There is also an announcement of Rs 5,100 crore for the Mahila Samridhi Yojana, providing Rs 2,500 for each eligible woman. Also planned are 50,000 installed CCTV cameras for safety and security. For the healthcare sector, Rs 2,144 crore has been set aside for PM Jan Arogya Yojana, as well as an additional Rs 5 lakh individual insurance coverage under the Ayushman Bharat scheme.
For sanitation and water supply, Rs 9,000 crore will be allocated for drinking water initiatives, while Rs 500 crore is earmarked for modernizing sewer treatment plants and Rs 250 crore for replacing aged sewer lines. Decentralizing 40 sewage treatment plants, Rs 500 crore will be utilized for cleaning the Yamuna. In education, Rs 100 crore has been allocated for CM Shri Schools under the New Education Policy, Rs 50 crore as a one-off allocation for 175 new computer labs, and Rs 100 crore earmarked for smart classes. For students, the Delhi government allocated Rs 750 crore to provide free laptops to 1,200 students passing class X.
The budget was received with great hope, with Delhi Assembly Speaker Vijender Gupta expressing confidence that it will not fail the expectations of the public. Minister Parvesh Verma termed it a “historic” budget and predicted much improvement in the lives of citizens through its implementation. Meanwhile, the Assembly also presented a report by the Comptroller and Auditor General (CAG) regarding the Delhi Transport Corporation (DTC), which recorded financial mismanagement and inefficiencies under the earlier AAP government.
