A Punjab minister from the Aam Aadmi Party has been found running a department that has never existed for 20 months. The scam came to light after a notification issued by the chief secretary of the state saying that the Department of Administrative Reform allotted to Kuldeep Singh Dhaliwal (AAP Minister) was not in existence.
