A Punjab minister Kuldeep Singh Dhaliwal from the Aam Aadmi Party has been found running a department that has never existed for 20 months. The scam came to light after a notification issued by the chief secretary of the state saying that the Department of Administrative Reform allotted to Kuldeep Singh Dhaliwal (AAP Minister) was not in existence.
Responding on this matter, Kuldeep Singh Dhaliwal stated that this is a secondary thing to Punjab welfare; our focus is only to remain the government policy first. Adding a comment, he says the government has now abolished the department.

In a notification, the Punjab government ensured that this ministry never existed while they amended their portfolio, and now he will only hold the section of NRI affairs in the Punjab cabinet. The changes were made by the administration on 7 February on the order of Punjab Chief Minister Bhagwant Mann.
Earlier, Dhaliwal held the agriculture and farm welfare department, but this was made part of his portfolio in 2023 during the cabinet reshuffle. Later, he was assigned to the administrative reform department. In 2024, another cabinet reshuffle took place, but Dhaliwal remained in his position for the department that only existed on paper.
There were no employees hired to do work under this ministry. In the past 20 months, this has been really upsetting for the government that they continue a ministry without any meetings and working culture. Now, debate is on between parties on the scam made in Punjab.
Crisis in Punjab
After this notification, a crisis arose on social media between political parties. Opposition slams AAP’s working culture, saying it is a charlatan. Posted on social media, BJP leader Amit Malviya claimed, How does a minister continue a ministry without existence?
“You can imagine the crisis in the Punjab government going on for 20 months. Arvind Kejriwal is a charlatan who must be banished from public life.

In this strange matter, the AAP government has abolished the ministry.
